Don't bother with this useless set. The boundaries are based on meshblocks which are not correct at the coast. Note Nelson and Tasman, which are unitary authorities. When they are a region it may be correct, but not when they are a TLA. You may want to use my uploaded edited set that has clipped the set to the coastlines. The 12 mile limit is not-a-council, so why have it in the set?
