Territorial Local Authority Boundaries 2006 as simple shapefiles.
These are derived from the Level 1 meshblocks with significant editing to make it useful. Level 1 are lines coincident the the LINZ parcel and road centreline boundaries without generalisation. The lines define the legal council boundaries except for the coastline.
The non-tla (code 9999) has been removed and the other TLA boundaries have been clipped using the Topographic coastline. This is particularly useful for Unitary Authorities where the TLA coastline was not defined in meshblocks. The coastal boundary is defined by HW Spring Tide level that is not precisely mapped anywhere in a national dataset.
The data has also been split into simple polygons from multi-part and reprojected back to NZTM. Polygons are validated.
Attributes included are the standard TLA code, the TLA Name and the Hectares of each polygon. To get the total for each TLA you need to sum by TLA. Polygon count 2014 because of all the islands. Zipped size 9 MB.
The only recent change is the amalgamation of Banks Peninsular DC into Christchurch City Council.
Accuracy matched to parcel accuracy, 0.01 m in towns, up to 20m in remote rural areas. Coastline generalised to 1:50,000 scale, insufficient for boundary disputes. These have to be resolved by local level surveys.
The next big change will be the new Auckland Council in November 2010 when the 7 local councils will be merged into one, with Franklin DC being split on the regional council boundary.
the new Auckland Council will be equivalent to a Unitary Authority.
