App Diffviewer performance

Now, it is much faster to stream and view large diffs (changes) between versions of layers in the App. This is currently only available for private beta app users, but will be rolled out to wider app users in coming releases.

There is a continuation of layout improvements in the new version of the App, including the collapsible local repo list and new navigation.
